Have the students make up questions that are related to the review. Put the questions on one side of the card, the answer on the other side. You should check the question as well as the answer. Give each student five cards, have them work with a partner and answer each other's question. If they work together at the same time, both students are busy. They should keep score as to how many they have correct. They can then exchange cards with other partners. You could promise them that 2 or 3 questions from the cards will be on the final examination! Then you have to keep your promise. Have you considered doing some art project: either tessellations or string art? They get to take something home with them.
