Subject: Ordinal numbers in first grade

What is the correct way to teach counting with ordinal numbers?  If you 
have pictures in a row, do you always start counting from the left or 
does it matter which way the pictures are facing?  For example, if you 
have a row of dogs and they are all facing to the right, do you start 
counting the first one on the right or on the left?
