Subject: The change in emphasis and methods of teaching math

In teaching, the emphasis is now on the teaching of mental strategies and
practical experiences with less emphasis on recording, particularly in the
early years!

Why has this change come about?  Can you give reasons for the change in
emphasis and methods advocated to improve the standards of teaching and
learning in mathematics, particularly numbers!?
