There is currently a group of teachers who have been piloting a program that 
directly deals with this very topic. The series of texts are called 
Mathematics:  Modeling Our World.  (Publisher is South-Western Publishing 
Co.) 

You might want to get in contact with Gary Froelich     @comap.com to get a 
list of the teachers who use the texts.
