You're off on a tangent.
The question was: how would you simplify (the mathematical theory of) arithmetic ... (from the one(s ) now being taught)?
Even the peripheral question of "Why bother?" is tangential. These issues about why/how it (the commonplace) theory is/isn't learned are even more tangential.
