It is part of Image Processing Toolbox and has been since release R2012a:

If you are using release R2012a or later and have this toolbox included in your license and installation, you should be able to use it.
If you are using a release older than R2012a, you would need to update to a newer release to use it.
If Image Processing Toolbox is included in your license but not installed, install it and you should be able to use it.
If it is not included in your license, speak to the person in charge of maintaining your license and ask them to add this toolbox to your license.
