What I mean by that is that algebra focuses on the art of solving itself, in general. It is more concerned with solution forms rather than a particular instance of a solution. Arithmetic and prealgebra lack that focus. Don't get me wrong, you form strategy in arithmetic, but it isn't organized and studied like it is in algebra.
