It depends on how you measure it. Did you know that there are now three subject areas on SAT, and that Hispanics in New Jersey score more than 100 points lower than Hispanics in many states in all three subject areas?:
Hispanics in New Jersey
Reading 441
Math 454
Writing 440
Hispanics in Iowa
Reading 569
Math 569
Writing 539

Total difference = 342 points

This is not an anomaly. Even Whites in NJ score more than 200 points lower than Whites in many other states:

WHITES in New Jersey
Reading 518
Math 535
Writing 520

WHITES in Iowa
Reading 613
Math 612
Writing 588

Total difference = 240 points
