And, far too often, so is

Ax(phi(x)) -> Ex(phi(x)).

WM is notorious for his errors with quantifiers,
which flaws we often refer to collectively
as quantifier dyslexia, though it should properly be restricted to WMs
frequent confusing of
Ax (Ey ( f(x,y))
with
Ey (Ax ( f(x,y)).
