Both those functions are part of Mapping Toolbox. It's possible that the
installation you were using previously had this toolbox available but the
installation of release R2012b you are using now does not. If you have this
toolbox installed, it will be listed in the output of the VER command; if
you don't, it won't.

If you don't have this toolbox but would like to obtain it, talk to the
person or group in your organization that maintains your license and ask
them to install it, adding it to your license if necessary.
