We encourage them to get a graphing calculator, and many do so. Teachers have a class set of 10-15, which is usually enough. They are required to have a scientific calculator and bring it to class, and then they can borrow a TI-83+ from the teacher if it's needed. If they are going to be unable to get a scientific, we assign them one.
I don't think public schools can require purchase of a graphing calculator.
