Does anyone offer Pre-Algebra?

Our district is looking in to the possibility of offering Pre-Algebra to 9th
graders that need some extra time with Algebra content/skills before
tackling Algebra.

We were wondering if other districts offered Pre-Algebra? If you do - how
do you determine which students take Pre-Algebra vs. Algebra? Does NYS
recognize Pre-Algebra as a credit-bearing course towards graduation
requirements?

Instead of Pre-Algebra are there some districts that are offering Algebra
over 2 years?
