Does anyone offer PreAlgebra?

Our district is looking in to the possibility of offering PreAlgebra to 9th graders that need some extra time with Algebra content/skills before tackling Algebra.
We were wondering if other districts offered PreAlgebra? If you do  how do you determine which students take PreAlgebra vs. Algebra? Does NYS recognize PreAlgebra as a creditbearing course towards graduation requirements?
Instead of PreAlgebra are there some districts that are offering Algebra over 2 years?
