simplifying radicals using radicand signs

my problem is this: index 3(radicand) 32x(to the 14th)y(to the 15th) over index 3(radicand)27x(to the ninth)y(to the 8th).

my solution is this: 2xy(squared) index 3(radicand) 4x(squared)y over 3.

can someone please clearly explain how this can be?
