Suppose a particularly sadistic director of the state lottory wanted to
play a mind game with you. After pulling the winning ticket, he calls you
up and says

I've got good news for you, I've looked at the winning ticket and it is
either you or Herman Petridish of Santa Rosa.

The next week he calls you to let you know that either your or Susan
Creamcheese of Everlust Acres is the winner.

After a few weeks of this, you'll begin telling him to drop dead.

Please note that this would be very different if you SAW the director open
ticket after ticket to FIND OUT which tickets didn't win. If, after all
those tickets were opened and the winner still hadn't been selected, then
you can be excited.
