Set theory question on repeated elements

The set theory book I have seems to indicate that order and repetition of elements in a basic set is fine. However I found an alternate reference which indicates no element in a set can be repeated. I notice that the Java implementation of a set by definition indicates unique elements only.
In pure set theory, can a set have an element repeated more than once ?
