pre-calculus books

Here at Northeastern University we are constructing a program for middle and high school math teachers who are currently uncertified, so that they can receive state certification. One of the courses that teachers are required to take is pre-calculus. Are there any texts out there that support students learning pre-calculus through investigations similar to the Connected Math Program (CMP) for middle schools, or the Interactive Mathematics Program (IMP) for high schools?
I seem to remember hearing interesting things about a text being developed at North Carolina State a number of years ago. Does anybody know what happened to this project?
