Higher-level fractional factorial design?

Hi,

I am new to the design of experiments. I did a research about available functions to generate experimental runs, e.g. in a case of response surface design:
- bbdesign(n) - a Box-Behnken design for n factors in coded (normalized) variables [-1, 0, +1] design
- etc.

I am interested in fractional factorial design, but in this case there are functions available for 2-level designs only, e.g. hadamard, fracfact, etc.

Is there any function to generate experimental runs for higher-level fractional factorial design (three-level and higher)?
