I can field the first question about using both the Nspire and 84 key pad while at the Regents exam.
If a TI-Nspire is placed into Press-to-Test, you can not change the key pad during the exam. A message will appear to indicate that the keypad is not compatible with the testing mode.
This was to guard against students trying to get themselves out of testing mode and access other functionality while once the exam has begun.
