If the naturals discrete in nature, there is no place holding zeros, and if these natural countable discrete entities are continuum in their own. It follows that decimals in decimal base or parts in other bases are just the result of partitioning a single natural entity and that partitioning means that every step can not be reached so decimals is actually a loss format while fractions is lossless, and that is why you can not express one third using decimals, and no using something as 0.333... to symbol 1/3 do not make 0.333... lossless, while fractions is by nature lossless. There is no partitioned fraction in anybase that can not be expressed like a sum of fractions.
