When the default axes placement doesn't work well, place it manually
or use Frame.

Plot[
Abs[Zeta[1/2 + I*t]/t^(1/4)],
{t, 35000, 50000},
PlotRange -> Full,
AxesOrigin -> {34750, 0}]

Plot[
Abs[Zeta[1/2 + I*t]/t^(1/4)],
{t, 35000, 50000},
PlotRange -> Full,
Frame -> True,
Axes -> False]

Plot[
Abs[Zeta[1/2 + I*t]/t^(1/4)],
{t, 35000, 45000},
PlotRange -> Full,
AxesOrigin -> {34750, 0}]

Plot[
