When the default axes placement doesn't work well, place it manually or use Frame.
Plot[ Abs[Zeta[1/2 + I*t]/t^(1/4)], {t, 35000, 50000}, PlotRange > Full, AxesOrigin > {34750, 0}]
Plot[ Abs[Zeta[1/2 + I*t]/t^(1/4)], {t, 35000, 50000}, PlotRange > Full, Frame > True, Axes > False]
Plot[ Abs[Zeta[1/2 + I*t]/t^(1/4)], {t, 35000, 45000}, PlotRange > Full, AxesOrigin > {34750, 0}]
Plot[ Abs[Zeta[1/2 + I*t]/t^(1/4)], {t, 35000, 45000}, PlotRange > Full, Frame > True, Axes > False]
