This phrase is quoted all over the web. I requested the book ("Exploratory Data Analysis") and combed through the front & back portions, as well as chapters where such a phrase might be found. Couldn't find it. Being such a popular quote, I imagine that many people would know where in the book it occurs. Would anyone care to share that detail?
