algebra in elementary

Elementary can learn basic algebra concepts via manipulatives as early as
third grade. The "Standards" advocates introducing these concepts early.
My question would be this: Is elementary math becoming an introduction
curriculum (introduce geometry, introduce problem solving, introduce
measurement, introduce fractions, introduce decimals, introduce number
theory, introduce algebra, etc. early) rather than a take something and
master it curriculum?
