Percentage of Change: NewValue - OldValue
                       -------------------
                             OldValue

Your example:
  EXAMPLE: SPARE PARTS CONSUMTION 2002 = 130000
           SPARE PARTS CONSUMTION 2003 = 120000

OldValue = 130000
NewValue = 120000

120000 - 130000
---------------
   120000

= -0.0833333  or -8%

Spare part consumption for 2003 were down approx. 8% from 2002!

Right???
